ROBERT
L. RUBIN,Principal,
is a well seasoned and proven senior management consultant. Before
starting Cyrus Strategies, LLC, Mr. Rubin was Senior Vice President of Business
Development at MVM, Inc., a $200M US Government contractor in the physical security
arena. The firm provides protection for US personnel and facilities with
more than 3,200 people deployed worldwide. Mr. Rubin joined the firm in
1999 as President of the Commercial Division, one of the organization’s
operational divisions with $5M annual revenue. After growing the division
and increasing its profitability, he was promoted to Chief Operating Officer of
the company ($40M) in 2000, and subsequently to the corporate role of Senior
Vice President responsible for implementing the strategic plan in early
2001. The company subsequently experienced an unprecedented period of
growth as measured by increases in both revenue and the breadth of its
portfolio. Mr. Rubin built a strong development team that compiled a
multi-year record of 100% re-compete wins and 65% success rates on new business
awards in an industry where the norm rarely exceeds 35%. In addition to
his departmental roles, he was a critical member of the senior management team,
overseeing the day-to-day functions of the firm including; legal, financial,
operational, and other organizational concerns. Before leaving the
company, he was working on a bid backlog in excess of $1.1 Billion.
Prior to his tenure at MVM, Mr. Rubin was a Senior Portfolio Manager with
Charles E. Smith Commercial Realty, the largest real estate developer in
Washington, D.C. He was known for his
relationships with third-party commercial office building owners and managed a
large portfolio of approximately 2.5M sq ft, worth approximately $750M.
Mr. Rubin was originally hired to address significant management and zoning
issues with two newly constructed office towers in
Arlington, Va. A year later he was asked to join
a successful team to pitch a new business unit that won the property management
contract with Bank of America’s sizeable Mid-Atlantic portfolio. His
extensive multi-site management and construction experience proved invaluable
in this effort.
Mr. Rubin has
strong business acumen as evidenced by his distinguished career in
entrepreneurial positions at large and profitable firms. He has presented
talks and facilitated discussions at many industry events from American Society
of Industrial Security (ASIS) seminars to conferences on the Reconstruction of
Iraq and Afghanistan, covering issues as varied
as security in commercial office buildings to the protection of domestic houses
of worship. He has written several articles for industry publications and
has been a commentator in the national press and on National Public
Radio. Mr. Rubin has traveled extensively in the Middle East, Asia,
Eastern and
Western Europe,
the Balkans, and North & South America.
TOM R.
ALLEN, Senior Associate, is an accomplished Government services professional. Prior to joining Cyrus Strategies, Tom was the
National Director, Federal Acquisitions for Allied Barton Security Services.
He came to ABSS after a successful career with the US Government, including the
U.S Nuclear Regulatory Commission where he served as a Physical Protection Team
Leader in the Office of Nuclear Security and Incident Response. He also has
over 20 years of private sector security policy and sales experience. Tom was
Vice President and General Manager of Johnson Controls Security Systems for
several years during the post 9-11 era, providing security assessments and
engineered security solutions for major Federal Government facilities and
national transportation assets, including the U.S. Capitol, The Department of
State, and the Federal Aviation Administration. Tom’s prior background
includes tenures with the U.S. Navy and the U.S. Secret Service.
He
earned his Bachelors degree in Electrical Engineering from Virginia Polytechnic
Institute and StateUniversity.
Tom also has extensive in-service training at the U.S. Secret Service and U.S.
Nuclear Regulatory Commission.
MICHAEL
L. TAYLOR, Senior Associate, is a former member of the elite U.S.
Special Forces Green Berets where he has served as a senior advisor to numerous
governments as a combat advisor. During Mr. Taylor’s distinguished military
career, he served as a senior combat advisor in some of the most hostile areas
of the world, including
Beirut, Lebanon, during the 1980's where he
was responsible for the development and specialized training of strategic
combat forces and counter terrorism operations.
In addition to his extensive experience in managing and directing highly
complex international and government assignments, he served as the senior
security consultant for the Port Authority of New York and New Jersey in the
aftermath of the 1993 World Trade Center Bombing. The Port Authority project was
the largest and most comprehensive vulnerability assessment ever conducted
encompassing the airports, tunnels, subway systems, bridges and
telecommunications facilities as well as the
WorldTradeCenter
.
Mr. Taylor has also conducted the vulnerability assessments of U.S. military installations throughout the
Middle East including the Gulf Theater of
Operations.
Mr. Taylor has over twenty-two years of experience as an expert in the fields
of security and counter terrorism. He is frequently featured on major
network news programs as a security and terrorism expert. Mr. Taylor is
frequently requested to lecture on sensitive operations at the
FBIAcademy
in
Quantico,
Virginia and for
the Bureau of Alcohol Tobacco and Firearms. Mr. Taylor also provides lectures
on Contemporary Terrorism at
HarvardUniversity’s
J.F.K.School
of Government,
Institute of
Politics

JOANNA CADY, Senior
Associate - Marketing & Sales, has an extensive and broad
business background, with 18 years of sales, marketing, finance and executive
management experience in both entrepreneurial and corporate environments.
In her most recent role as Marketing Executive for IBM’s Customer Relationship
Solutions Business Unit, Joanna led a worldwide team that implemented customer
acquisition and retention campaigns, including advertising, public relations,
direct marketing and web marketing, resulting in 300% revenue growth ($70M to
$210M) worldwide over two years.
Joanna
has led sales efforts for IBM’s multi-million dollar clients in
telecommunications and manufacturing. She was recognized as among the top
performers nationally numerous times. In addition, she has managed a team
of direct marketing professionals who focused on customer acquisition and
retention campaigns for small and medium sized businesses. She also led
business development activities in the transportation industry, conducted
primary supply chain market research and evaluated acquisition alternatives.
Joanna received a Bachelor of Industrial Engineering from Georgia
Tech.
